How to obtain building permits (for a case)?

Hello,

I am a french lawyer and I know only a very few thing about the american system, so I hope you could help me...

A client bought a house in Los Angeles. He asked for a building permit. But it was refused, due to certain distance between the house and the street, the color of the walls, and some other things.

Unfortunalty, others houses (on the same street) have those caracteristics...

He would like to ask for the annulation of the city's refusale. For that, I need to have access to the building permit of the others houses, in order to prove that the refusal is illegal.

Unfortunatly, the city refuses to send me those documents (say I have to see them by myself, and I cannot duplicate them) and I need the agreement of the owners (they obviously refuse).

What is the procedure to have them send me (to france) those documents???? What kind of documents will they send?? I need the blueprints of the houses (for the measures)

Since you are receiving no cooperation from the regulatory body, perhaps the least expensive option to pursue would be: document the other houses, and their variations from the code. Use photography. Build a case. Present this case to the city as a choice: either grant my client the building permit, or we will take you to court.
Most municipalities, especially in today's economic climate, cannot afford litigation. Odds are, they will grant the permit rather than risk going to court.
