How to move me and my boyfriends relationship onto something more sexual and intimate?

I'm 16 and he's 17. Neither of us has had sex but i've done some sexual things with someone previously. We've been going out 3 months and we've never really spoken about sex or sexual acts. It's not that I want our relationship to revolve around sex it would just be nice to do more than kiss and hug all the time. I really do love him, and I've known him for more than 3 weeks i'm not just a kid with a little crush and 1 month love. I really wanna mention something to him but I'm worried I'll make a fool out of myself if I ask him if he wants to do something or feels uncomfortable when I try to. I don't mean go all the way but a bit of touching or something. he's quite a shy guy but we can talk about anything but neither of us have ever brought this up. Help, what should I do to move this on? Thanks x
