How to mod GTA IV newest patch 1.0.7.0?

I just got GTA IV yesterday and I wanted to mod it.I`ve been searching for answers but can`t find any because of the latest patch. Can anyone link me where to download the tools need to mod.I already have the Native Trainer for GTA IV but I want to mod vehicles.But most importantly...HOW TO IMPROVE HANDLING.The handling with the cars now suck I can`t have fun while getting chased by cops because it like the wheels are covered in oil and can`t make sharp turn so plEASE help THANKS FOR ALL ANSWERS.And its for steam on pc and the current patch of 12-23-2010 tytytytytytytytytytytytytyty
