How to make "Flash" Pictures?

I am drawing a really nice picture on cs4, and I was wondering if I could make his hair slightly move in the wind, and maybe have smoke curling and rising in the hair from his cig.

It's gonna be a gift to my boyfriend...
woops, tiny spelling error, air* not hair. O_O
