How to make an image have smaller KB?

I am trying change my twitter background to cosmotition, which is dark and relaxing. (somehow.) It keeps reverting to the default twinkle background. I have made sure it's jpg but its over 800k. how can i make it slightly smaller? (As in KB, not picture width and length.)
I need like a program, cant change resolution or pixels. Just need a program please.
