How to make a video game cartoon ?

Well, for starters, a good story, and good characters. Plus some changes that work well within the context of a cartoon show to make it enjoyable, and the transition from game to cartoon flawless.
 
More important than all of that, unfortunatly, is that it has to be marketable. Shows can only make so much money by themselves, and largely rely on merchandise and the like to keep them going.

This doesn't mean story or characters aren't important, as they need to be adequate to keep viewers interested, but they'll often be back seat to how many games or toys you can produce.
 
You need money and icons. I personally find video game characters to not be the greatest example of good characters, but if they're iconic enough and it generates enough money, a film is guarenteed.
