Web sites aren't all that difficult to make. Once you've got the site designed (through a program like Frontpage/Expressions or a pre-made layout), you'll need hosting. There are free providers, though you get very little bandwidth. If you want your own website name (mine is defunctzorabie.net for example), you'll have to buy it. I pay about $70 a year. Pre-made layouts aren't that bad. I use one myself and I'm actually starting to change it and learning how to do intermediate HTML.
Your ISP may provide some minimal hosting, you'll have to check into that.
