How to make a Jpg hyper-link without turning it into a HTML?

Is it possible to make a jpg have a link in it to a website without it being a HTML

ie youtube skins

youtube wont let you upload a HTML as a background image so no click-able links
is there a way to make a jpg have links too?
or a png gif
