How to make a fish pond?

I want to build a fish pond in the backyard. Maybe a 6 feet by 6 size and put turtles, fishes and little plants. I am wondering if new water has to be consistently be running ? or the pump and the filter use the same water over and over. I do not want to increase my water bill. Also if the pump has to be plugged in, does it use alot of electricity? Any step by step plan to build a fish pond? thanks !
