How to locate find and Replace Fuel Filter on a 1993 Cadillac Seville STS?

Having problems with starting the caddy. The car will not start without starting fluid or puring gas down the Carb.. Feels as if fuel is not being fed into the engine to start.
Would like to replace the fuel filter first and go from there.
CAr has 130,000 Miles, Also feel as if there could possibly be WATER in gas. Already added HEet water remover... No Luck yet.
Please Help.. With Fule filter removal Diagram.
 
I believe that the fuel filter is located as the tubing from the fuel pump connects to the carburetor. Unscrew the fitting and the fuel filter should be right there. If in doubt get yourself one of those Repair Manuals (Haynes or Chilton) for your make/year car readily available from any auto parts store.
