how to install ipa files on no jailbreak?

i cant jailbreak my sisters itouch but i wanted to know how to install downloaded .ipas (apps) through itunes without jailbreaking

and if i need to jailbreak how can i jailbreak an 8gb ipod touch 2g mc model 4.0.2 software
