how to install front brakes on a bike's front fork from scratch?

My chopper Bike only has rear brakes which dont stop the bike quickly.
I need to install front brakes on forks which dont have any holes or bumps on the from forks. so where should I fix the brake structure to?

I could provide photographs if it would help!
