I'm making a webpage in dreamweaver and was wondering how i would get the following effect...

I was thinking about using a div with that castle/sea background image, with a table inside to create the baige color where all the text and images would go. That part i think i got covered. but i really want the green bands at the top and bottom in the foreground and to stay in place when scrolling. is there anyway i could do that in dreamweaver or in html coding?
