how to get ride of my annoying neighbor she keep harassing me and complain of every

thing we do and we are the? only people that she dose that to in the complex and she made a races comment on me and my husband i don't know how to get ride of her, any ideas ?
i did complain to the manger and she said (i am not the police call the police when she harras you )tha is all what i got from the manger
