How to get him back-Serious answers PLEASE READ!?

Dating an old friend that I've known since highschool, we're both 23, but I'm very mature for my age and he isn't. He is still sort of in party mode and we faught constantly about stupid stuff. I realize I can't make him grow up, but for whatever reason we both always come back to eachother. Now we've decided to take things slow and start over, try not to have to many expectations on eachother and not jump into things again, hoping to build a friendship and stronger foundation for a relationship this time around. It is sort of in that game-playing phase, where sometimes he wont respond to my calls or texts, and then he'll be super brief as if trying to make me worry, or we'll hang out 2 nights in a row and have an amazing time together, and then he'll disappear for a few days, or just be very short with me via text messages. So, (guys especially), how do I make him chase ME this time? It's always me complimenting him, catering to his needs and his schedule.. he seems to not really initiate plans often, but I also think thats because I always do, or I'm always avaiable when he does. He also says hes guarded and takes a lot for him to let someone in. I understand hes immature and there may be nothing I can do in that regard right now if I chose to stay with him, but how do I make him do the work-be the one blowing up my phone, asking to make plans, worrying about securing me down in a committment? Please please please, best advice needed.
