How to get garlic to cook well/ release its flavor in spaghetti sauce?

I actually don't eat it with noodles, just make the sauce (but not too saucy). Here's what I do

2 cans organic diced tomatoes in a pan
Add 1/2-1 whole crushed garlic
Add the ground beef

The garlic doesn't seem to cook well (only gets medium-hard) or really release its flavor. The other day I added olive oil with the tomatoes and garlic and the garlic flavor just exploded and my kitchen smelled really good and garlicky, but the past two times I've added the olive oil it hasn't done that (just cooks the same as when I left out the olive oil). Any tips and suggestions are much appreciated :) thank you!
Can you elaborate more on roasting it? It just turns brown and shrivels when I tried putting it in with the olive oil.
I don't really like garlic powder, much prefer real garlic.
I use 1/2-1 garlic head, crushed with the side of my knife
