How to get a new phone on verizon without upgrading or paying full price?

I lost my phone and to get a new one i'd have to pay full retail price because I am not eligble for an upgrade. That would cost between $500.00 and $800.00. Which is a complete rip off because there's maybe $100.00, if that, worth of electronics in the phone.
I had the droid 2. Can I get a new unlocked one fairly cheap? Would that work, if possible?
