how to get a new iphone?

I've been having some problems with my refurbished iphone 3g and want the iphone 4 however, you have to wait so long before you can get it at a cheap price. and you also have to pay a cancellation fee, so is there any way i can get the iphone 4 at the lowest possible amount and not wait a long time?
