How to get a 9wk puppy used to the outdoors?

I got a 9 wk. old maltese puppy and he's absolutely terrified of going outside unless you're holding him. I don't wanna scare the poo outta him, but I want him to realize that nothing bad's going to happen.
And also, how do you leash train a dog? Thank you.
He starts shaking and everything. It's not from the cold, it's pretty warm here in Florida actually.
 
At 9 weeks, it is normal for a puppy to be scared of new experiences. Do not continue to hold him though, or you will be creating a monster.

Place him on the ground and kneel beside him. Play with him, give him a treat, and praise him. It will take a few days, but he will get used to it.

The easiest way to leash train is to first get him used to a collar. Make sure you can easily slip two fingers between his neck and the collar. Once he is not bothered by the collar, snap on the leash and let him drag it around. Do this in short intervals and ALWAYS supervised. Next, step is to sit on the floor and hold onto the leash. Let him pull and he will learn that you are controling his actions. Work up to standing with the leash and eventually walk around some. Give him short, gentle tugs. You should be able to get him comfortable with the leash in around a week if you are consistant.
 
Everytime your puppy goes outside and does something you like praise it and give it a treat, so then he will put doing something good gets him food and love.

As for the leash put his collar on him and let him walk round the house with it first for a few days, everyonce in a while grab the end of the leash and walk beside him, give him treats if he moves with you. If he is determined not to move put a little tension on the leash and dont give it slack until he moves toward you, and when he does say 'YES' in a good voice and give him a treat.
 
leash training is not letting your dog whatever it wants to outside. keeping it behind you so it knows shoe's boss.

for the outside thing you might want to crate him.
 
To leash train the puppy, put a lightweight leash onto his collar (while you are home with him and can observe him at all times) and just let him pull it around behind him, until he is used to it being on him. I am not sure of getting him used to the outside except persistence and patience.
 
Do not take your puppy outside unless its in your own backyard untill he is fully vaccinated. To get him used to it just carry him out and spend some time outside. All puppies are going to be afraid of new places. To leash train, show him the leash, give him treats, and put it on. I would start inside. Then just practice walking around so he can get the feel of the leash. Dont expect too much to fast. After he is fully vaccinated take him outside and practice walking. If he starts to go ahead of you, gently tug the leash back and say "heel". Give lots of treats! Remember it takes alot of time and patience.
