If you are moving over the summer--try to meet some of the other kids in your community that will be attending middle school with you. Summer is a good time to make new friendships and get to know them before school starts.
Find out what programs are available in your new community--are there some recreational programs offered where you might meet other kids your age?
When school starts--find out what clubs/sports/activities are available and sign up for those that you like so that you can meet other kids that share your interests.
Meet with the guidance counselor when you register for school and see if he or she can link you up with 2 or 3 students that would be willing to show you around so that you at least have someone to eat lunch with the first few days... it sounds like you will be starting at the beginning of the school year--so everyone will be finding themselves in new classes... not everyone is likely to know everyone else anyway...
Above all, be yourself. I know that it's important to feel like you fit in during your school years--but as you get older you realize that it's even more important to have your own identity. Have confidence in yourself... you've already said you are smart and friendly... that should get you off to a good start.
If you meet some people that you connect with--make the first move and invite them to hang out with you on the weekend--maybe go to a movie together and just plant the seeds of friendship.
