How to encourage a child to talk? HELP?

my little 5 year old sister knows both English and Arabic well, however the problem is that she doesn't want to speak in English. In school (she is in a strictly English speaking school) she is always mute and doesn't make any sort of conversation in school. At home she insists on talking Arabic never English, what are some activities to encourage a child to talk English or make some sort of conversation in English so that she may be able to get into the habit of talking in English..
Is there anything to do, games, reading activities etc?
