There are, of course, libraries and the internet. There's also:
-(usually free) public lectures and seminars at universities, libraries, museums, galleries, etc.
-you can audit a college class here and there (still costs money unless you work for the university)
-see if your city has any community arts/education centers that might offer classes in things that interest you (cheaper and more relaxed than a university)
-like someone else mentioned, hobby clubs, book clubs, any group who shares an interest with you that you can learn from.
-get an annual pass to your favorite museum, go often and keep an eye out for speakers and events. or better yet, volunteer there if you have the time.
-cultural events like plays, concerts, operas, etc. read up on what you're going to see.
-travel to see different cultures and landmarks and practice a foreign language
It takes some digging to find some of these things, but that's what the internet is good for. The local paper and any local arts magazines will also have announcements for different kinds of events and opportunities around town.
