How to delete files permanatly from computer? And Skype recent chat deleting?

1.Ok I sent my files to the recycle bin and emptied it. Does that permantly delete it? if not how can
2. I video chat my friend on skype, does the compuer save anything that has to do with the video calls? How can I permantly delete that as well? (I've already deleted my history on skype is that good enough? I want to clear everything that has to do with my convos with one of my contacts
