How to defrag portable media device?

I have a Seagate 500GB portable media device/hard drive. The program I have for defrag for the CPU is JkDefrag 3.34 (NMT Utilities). When I double click on the defrag program to run it, it automatically goes to the C drive of the CPU and will not allow me to choose to defrag anything else.

1 - How can my current software to defrag my portable media device, which is generally plugged into the H drive?
2 - If not possible, is there a better program to use for defrag? I am looking for a free/low-cost program.

I currently operate on Windows Vista and I am open to other recommendations. Thanks!
