How to decorate pics?

you might get some decorating stuff at a hobby shop or craft shop. Like Hobby Lobby. You get pictures that are in frames. Get some artificial flowers, small ones, and glue them on the frame, around the outside of the picture.
 
Some of my friends have like decorating stuff on their pics..i think its called photoshop but im not sure...how am i able to do this and where do i get it?

I use these sites instead of payed money to get paint shop pro. or w/e. Waste of money.
