How to decorate outdoor pavilion without having things blow away?

I need help figuring out how to decorate an outdoor pavilion for my September wedding without having everything blow away. I'm not into using fabric and I have white Christmas lights that will be strung up on surrounding trees and draped on the ceiling and around the posts of the pavilion however, I do not know how to decorate the rest without having things blow away. I am not using china or silverware, everything is color coordinated paper ware and plastic forks and what not (Casual wedding/reception.. a come as you are type thing.)

I'm just afraid it will all blow away. Any suggestions on how to keep things grounded?

Craft stores often have hanging flowers or artificial vine and flower combination for good prices. Fake fruit and flowers randomly scattered can look great.
