how to deal with dispute of bills?

I recently rent a studio flat in london through an agency. I was told by the agency that I only need to pay a rent 160pw and council tax, ie, all other charges are included. The landlord and I signed on a contract that states clear about this.

However, when I moved in the flat, the landlord told me that I have to pay by putting coins into a meter for using electricity and gas. He said he didn't read the contract clearly, and the agency misunderstood his words.

What should I do ? BTW, normally how much is necessary for paying these charges?
If I do not top-up by putting coins into the meter, I will soon have no electricity and gas for my studio. Then what should I do ?

The studio is inside a house where the landlord occupies another flat.
In the contract, there is a clause that claims the tenant should pay telephone, electricity, gas , water charges. However, we deleted on electricity , gas, water with signatures of the landlord, the agency, and me.
