How to deal with an arrogant neighbour who frequently argues and starts a fight intentionally for small things?
 
go to your local court house and apply for a peace and good behavior bond. that way if he or she breaches that order than you can report it to you locale police station.
 
Confront him, unless you really do wanna move then it's really one of the only things you can do. If things get out of control with the arguments and fights then there's always the law.
