How to create your own scenery in FS2002?

How do you create your own scenery in FS2002? I have FSSC, but I can only edit the tarmac and not add better-looking terminals. Can someone tell me where to find a freeware or payware that lets me make my own terminals and gates?

Please do not comment on how outdated FS2002 is.
