How to create a swf game?

I want to make a little money online and I found a site that gives you money for every view your game gets. The only condition is that the game must be a swf ( Flash).
Any sites or downloads that are safe that allow you to make a game.
 
I would use Adobe Flash. Amazing program but if you want to pay less then you should get games factory two. I advise you to download the demo, and if you like it, buy it. It's worth it (I will put the link in the source part).
