How to create a flashing banner for website?

I have 2 seperate PNG images that I need to combine in to an alternating/flashing image for a website. Any ideas how to do this and with which program? I only have the MS suite. Any help appreciated :)

You could do this with JavaScript, having the images alternate on a timer or mouse hover, but the best way would be to use Adobe Flash, this gives you the most freedom and is incredibly easy.

that format is called flash. you can use adobe flash CS4 (for advanced users) or you can use firestarter or swish (more basic)
