How to convince my parents to letting get a cellphone?

I have already tried the "what if i was at a friends house" thing.
And the "what if there was an emergency" one too.
I told them I would pay for the phone itself. But they won't let me.
By the way ... im 13.
Please Help!

Ur 13 and u dont have a cellphone? Im 12 and ive had 1 and have had 1 since i was 8
