How to change Bulbs on a Cluster Honda Civic Lx 2001?

the dealer is asking 300!!! the bulbs on my civic are welded on the cluster do i need to take it to the dealer or is there some other way cheaper
im paying off my car right now so can the private dealer get in trouble for selling me a car that has the check engine light broken???
