Next you need to know what kind of cycling you will do.
Then you need a favorite color, this will thrill the heck out of the salesman
when he has to special order a bike just because of the color.
Be sure to have a tech size you, also be sure to test ride a few bikes for a
comparison base.
Buy the one that makes you feel like you're getting married.
Now you've a new bike, have fun.

Umm.. that's a vague question, the short answer is "go to a store".

What kind of bike? I'm not even sure if you mean a bicycle or a motorcycle! Also what price range? New or secondhand?

You'll have to give more details before anyone can give you a useful answer.
