How to build stamina and keep heart rate low?

Is cardio the only way to build up stamina and keep heart rate low. i have a real problem with my heart rate.

Im 17, 5'9 and10stne. my heart rate seems to shoot up n then stay high for a while. i normally do jogging or cycling, and just after 5 or 10 mins my heart rate will go from around 80bpm to 150bpm, i once checked and it was 185bpm.

i am really scared about this as i thought i was fit and that my body was healthy, but after checking my heart rates its started to scare me, what can i do to lower my heart rate n increase stamina?
