How to build a cinder block wall?

I need to build about a 4 ft. high cinder block wall. It is simply to enclose a patio. It would be about 30 feet long. How do I do this? Do I use mortar? Do I need to use rebar? Do I need to fill the blocks with gravel or something? Do I need to dig out where the wall is going to be? I am clueless but I cannot afford to have someone do it. I'll appreciate any help. Thanks guys.
