How to atack a standard 16" Bike Wheel to an axle?

I am designing a bicycle trailer for a school project. In my design, I have an axle, basically a steel tube, which is U bolted to two planks which the carriage rests on. How then do I attach a standard 16" bicycle wheel to the ends of each axle.

The ends of the axle are subjugated to any changes, but what I must actually draw in my design is not the wheel but the wheel hub.

here's a better idea, Have the wheel hubs welded to the steel axle and instead of 'U' bolts, have housed bearings.
