You will never be able to make it 100% safe. Look at the individual child for what they are like. Some are "runners" - lock the back door, some like electrical stuff - turn off the sockets, some like playing with cleaning stuff - secure this away. But ultimately they will need to learn how to keep themselves safe. In the end I stopped trying to keep the knifes out of reach of my son as he was always waiting until nobody was looking to experiment. I showed him much earlier than I would ever have considered with my daughter, around 3 perhaps. And he has never cut himself.
