They want to give you an Administrative Discharge, but if you fight it, they cannot, legally (Military Law) do that without express consent from a very high ranking officer (i.e. Rear Admiral + [ or Air Force equal]).
If they're chaptering you, it's obviously not for drugs. Unless you admitted to having used them or smithing. Like James said, they need a field grade officer to sign off on this, but it could be for anything. Then can't chapter or discharge you without proper evidence and/or a court marshal
You should still get some kind of board hearing for chapters though; go see your JAG officers. Don't let them screw you man.

They can't. Your lieutenant can't sign off on that. Unless there is some type of government/air force conspiracy at work here, then chances are it is for something else. Have you ever been in trouble for anything while in the force?
I have no clue what the rank structure for Air Force or Navy is, but I know how it goes in the Army.

Ar15 goes before company commander. (O3)
Ar15 goes before battalion commander and SGT Major (O4 and E9) - If it's only UCMJ action (restriction and extra duty) it stops here.
For any kind of seperation action it continues on to Brigade (O6)
Which leads me to believe that if they are trying to start seperation actions, it's in the very early stages. And like we've said multiple times in this thread, you need to go talk to JAG.

You signed your life away.
