How stable are IP country indicators? A simple GeoIP script in PHP?

Are they as stable as telephone codes? I have never used GeoIP tools, and I would like to select language according to the visitors country. I am only concern about the country, no worries about the city, ISP,... etc. I am making this question because I would like to use an internal server Data Base, no external sources, but it is conditioned by the country identifier stability. The idea is grouping countries as Spanish, French, German, Italian, and Portuguese speaker countries to mach with their language, if any country doesn't match use English as default.
