How should I start studying PHP?

I read a tutorial on php for beginners and it looks extremely similar to javascript. However, the tutorial said I should make a private server on my computer or make my own website. php files don't work otherwise apparently.
Now, my ultimate goal is to make my own forum and have it running on a website of my own, so I would like to know what aspects of PHP am I going to need to learn in order to make a forum.
As of right now, I am a decent scripter in javascript. So, I would like some step by step instructions or websites that could help me learn php. Thanks

000webhost.com offers free php/mysql hosting. If you want to learn php creating a forum is a great idea. If you want the forum more than you want to learn php... as said above.. no sense in re-inventing the wheel, download one.
