How should I start my history paper?

On a guide my teach handed out to the class she stated that "all researched based papers being with a question" along with an example "Why is training important to the NASA program", well I assume that we must have to start our papers with a question, and no other way. So, how am I going to do this?

My research paper is on Abraham Lincoln, I've already got my outline done, I based my paper mainly on how Lincoln played the major role in freedom for slaves.

Now I don't want to start my paper off with a simple question like, "How did Lincoln help slaves" much like the example she gave "Why is training important to the NASA program". Here's an excerpt from a book I'm using for my paper, "When members of the Continental Congress adopted the Declaration of Independence on July 4th, 1776, did they mean that it should apply to all God's creatures-- or only to some?" now this is how I want my question to be, I want my question to be a question where there is no one answer, where opinions will be incorporated in the answer.

I want my paper to kinda revolve around Lincoln's desire for freedom for slaves and how he achieved that when he created the thirteenth amendment which was followed by the fourteenth and fifteenth after his death. Now of course my question has to be based on the same theme as my essay but I'm stuck on how I'm going to do this.

It'd help me a lot if anyone could help me, I don't want someone to come up with a question for me but to give me some ideas to base my question on. Any and all questions would be appreciated.
 
It does not have to start with a question. State your thesis then support it then support it with you opinions, facts, and sources.
