how old to ride a kawasaki ninja 250r?

hi i live in wales and i love ninjas and ive only just done my cbt for a moped and when im 17 i want to ride a 125 but ive heard that as soon as im 17 i can ride the 250r strait away with no other test or anything just be 17 and get insurance true/not true?
how much do you recon insurance would be?
 
Sorry just checked its only a 125 on L plates and then once you have pased your test its anything but the bike has to restricted to 33bph for 2 years or until over 21.

Note
No point in trying to go for a Ninja ZX-6R for example after you have done your test as restricting something like that to 33bph would be rather pointless.
