In Georgia you can hostess at 16 and serve at 18.

You must be 16 to be a hostess, dishwasher, busser, and stuff like that, and you must be 18 to be a server or manager.
The reason you have to be 18 to serve is because you will be handling alcohol.
I'm not sure how old you have to be to be a cook, however.
