How old do you have to be to rent a car IN THE STATE OF PENNSYLVANIA?

also i'm wondering:

-are there any special catches that one should know about when renting one? like i know they'll charge a whole lot of money for gas, insurance, and i'm sure the car itself will cost a lot to be rented if its a 2010 camaro ss opposed to a 4 cylinder putt-putt car or something. right?
 
25, if you have insurance you can use yours. you fill the gas back to where it was when you got the rental, you won't be charged. yes depending on the type of car the costs vary.
