How old do you have to be to rent a car in the state of Oklahoma or California?

I'm 21 years old and will be traveling to California, but I'm from Tulsa, OK. But anywho, I was wanting to know what the age is to rent a car and see if it either matters what state you're from, the state you're in, or both. I'm typing really fast because I'm multitasking.
 
It is up to the individual car rental company. The majors want you to be 25. Some of the independents like at LAX Parking will rent you an older higher mileage car from age 21.
