how old do you have to be to not wear a helmet on your bicycle?

Old enough that you don't care if you have an accident and die from a brain injury.

Seriously, in my state everyone has to wear a helmet regardless of age.
 
When having a brain looses it's value for you, you can stop wearing a helmet to ride a bike.

Honestly, it's a safety issue, and you should wear it always. The worst head injuries I've seen pics of are of "I was just riding along when...", not on the knarliest section (when almost everybody is more concious about injuries).
 
There are no federal laws requiring the use of a helmet. Each state sets it's own laws regarding the use of a helmet. Cities and municipalities can also set there own age requirements that can vary from the states. So you need to the the states requirement and or the cities requirement.
