How old do you have to be to get ceramic braces?

Hi i was wondering how old do you have to be to get ceramic braces and if I would be able to get ceramic braces on the top and regular braces on the bottom because ive heard that the ceramic braces are quite expensive that why I want o get them like that and how much would that cost PLZZ HELP!! THANKS
