how often do i change my betta fish tank?

its my first fish... and i dont know how often i should change it,
i used to rinse it like once a week.
and that was for my 24 oz tank,
n now i have a ... 48oz tank... should i change it like
once every 2weeks?
also i have the blood worms for him to eat, n i have the conditioner.

are there any other tips?
also, do fish need TLC like dogs.. and other animals with ears??
