how much would you pay for a 1999 Ford Escort SE with 69,700 miles and 2 problems?

Looking into getting a 1999 Ford Escort SE from a friend. It has 69,500 miles or so and has 2 VERY bald front tires. It has a VERY dirty throttle body that causes the car to shake when it is idling.

The owner is asking $1,000. New tires for the winter (for cheap tiger paw's) are $285 installed. The throttle body I will try cleaning myself.

The Kelly Blue Book value is $1,100 for fair condition.

First, I would be concerned with the reason for the bald tires. Possible front end work in the near future.The mileage isn't too bad for the age of the car. The throttle body being dirty can be a fairly easy procedure to correct.I would offer $850.00 and try to split the difference by having to replace the tires. This make and model are very popular and Ford sold alot of them.
